It's probably just a standard user-to-user APRS message, destined to the
"user" of "EMAIL". E.g.:
KB2WQM-9>PACSAT-1,WIDE,WIDE:EMAIL :KF4FDJ@AMSAT.ORG test message

You may wish to check out the actual APRS message protocol. The URL I
use for reference is:

There may be another suggested URL, but this one seems to have everything
I need.
