Only gateway stations need to receive the downlink. The downlink
from AO-16 is 1200 baud PSK (Phase Shift Keying). This requires
a special PSK TNC along with a radio that is capable of using the
LSB (Lower Sideband SSB mode) on the downlink.
Manchester FM on the uplink is an easy modification to most any
TNC compatible.
The downlink is a very different story. Mobile stations will not need
a downlink as they will only be transmitting an uplink signal.
