DL32.ZIP contains DL32.EXE, a Win32 version of the "DL.EXE" EVM
downloader program from SV/N1OWU and AlefNull. On Windows95/NT systems,
DL32.EXE will be better-behaved than the original DL.EXE, since it
uses the proper Win32 API to access the serial port, instead of directly
accessing the hardware.
